This tracks the trimmed OpenSpec work queue after archiving completed, stale, near-complete, and deferred proposals on 2026-04-24.

The active work list was prioritized using current open Forgejo issues as signal. Tenant/control-plane/platform-bootstrap proposals are intentionally separated and deferred for now.
