Describe the bug
A clear and concise description of what the bug is.

I am unable to create a package in the 'Create Edge Package' modal under the Edge Onboarding section, the modal says No gateways registered yet. Start a gateway before creating an agent package.. I believe this is a regression caused by some recent cleanup work where we may have inadvertently stopped propagating agent gateway IDs possibly.

Go to '...'
Click on '....'
Scroll down to '....'
See error
