legacy checker stuff in the serviceradar-agent needs to go and we will no longer be using or supporting any of it.

serviceradar-agent cleanup
serviceradar-cli cleanup
docs cleanup
protobuf cleanup

We're not going to leave any fallback/migration/legacy tech debt in here either this will be a clean break.
