Describe the bug
If we configure the network sweeper to scan a CIDR block, say 192.168.2.0/24, it will scan all hosts and create 255 new hosts in ServiceRadar even for those that are not responding. We should have a rule in DIRE that hosts that come in from the SweepResults that don't already exist in the inventory, should not be turned into device records. Users are trying to use the sweep tool to discover NEW devices, or use the sweep tool to validate whether an existing device is available or not, usually devices are added manually, through discovery, or through an integration.
