Describe the bug
We have a new device record for an IP address that should have been merged with an existing device by DIRE (device identity and reconciliation engine) in core-elx

192.168.10.1 and 216.17.46.98 are the same device, just different interfaces.

Steps to reproduce the behavior:

  1. Go to '...'
  2. Click on '....'
  3. Scroll down to '....'
  4. See error
