Is your feature request related to a problem?

Need to enable swagger or whatever the phoenix/elixir equiv of swagger is, for web-ng.

enable swagger for web-ng API
swagger UI is protected by auth
swagger API calls protected/guarded by normal API auth/RBAC out of web-ng
add links to swagger API service in UI under User Settings in sidebar nav

We should also probably cleanup/extend that sidebar nav rollup thing and add links to docs, community, and help

docs.serviceradar.cloud, community.serviceradar.cloud, support.serviceradar.cloud
