Describe the bug
https://staging.serviceradar.cloud/devices/sr%3Ab119656d-2f5c-4877-a36c-7bdc6a371a12
This device keeps flapping (is_available), seems like there is something wrong with how we process the network sweep results possibly, i'm pretty certain that the network sweep results are showing that this device is available on every check, but some how during the check, we flip from available -> not available -> back to available, the sweep happens every 5 minutes, this doesn't happen consistently every 5 minutes, maybe 1 out of 4 or 5 runs.
