Is your feature request related to a problem?

Need to setup our elixir-based services so they are logging to otel (serviceradar-otel:4317).

create shared elixir OTEL library that lives in elixir/, connects to OTEL over TLS or MTLS I forget what is required by otel, check cmd/otel
