need to create a cnpg deb/rpm distribution + bazel build targets. we use a custom cnpg build for docker/k8s, need to take this and turn it into something that can run on debian and redhat-based systems.
Ideally we would just use something pre-packaged so we don't have to recreate the init stuff and all the installation steps between the two distributions, not sure how that is possible with our custom build though.

closing as not planned, we are going to drop bare metal support for the database, will have to run it in Docker if a user needs it
