Describe the bug

[mfreeman@localhost serviceradar]$ docker compose up -d
service "zen" depends on undefined service "kv": invalid compose project
[mfreeman@localhost serviceradar]$

See error

This is related to the renaming/refactoring of the serviceradar-kv package into serviceradar-datasvc, the new package was still marked private, and we were still referring to the old service in docker compose files
